The California Fire Prevention Institute (CFPI) develops and provides innovative, timely fire and life safety educational programs to California fire service personnel.  The acknowledged educational leader, CFPI, provides the greatest fire-service educational value.


History

CFPI Leads the Way in Fire Prevention Standards & Excellence

California residents and businesses rely on critical fire-prevention services for safety and peace of mind. CFPI provides education for fire-prevention officers to ensure they succeed in their profession, preventing fire casualties and losses in California. To that end, we provide education programs and exhibitions to keep fire-prevention professionals abreast of the latest skills, techniques, and technology to provide state-of-the-art and most effective fire-prevention measures in their work. CFPI provides two comprehensive educational events each year:

CFPI Annual Fire Prevention Conference and Exhibition

Held annually each Spring, the Fire Prevention Conference offers five days of intensive training in the latest topics affecting the fire safety profession. Coursework and seminars are offered in separate tracks to match attendees’ individual needs. Exhibits offer hands-on experience with the latest fire safety technologies and products.

CFPI Certification Week

This one-week bundle of California Fire Marshal certification classes provides all the knowledge to meet fire safety certification requirements for the fire prevention professional including: Fire Marshal, Plan Examiner, Fire Inspector, and Fire and Life Safety Educator certifications. Held in the early Fall each year.


Leadership

Robert Marshall – President
Robert retired in 2025 as the Deputy Fire Chief of CRR for the San Mateo Consolidated Fire Department. With over 34 years in the Fire Service, with the last 24 years in the Fire Prevention and Community Risk Reduction environment, specializing in Code Development and education. 

Randy Metz, MPA, EFO, CFO, FM – Vice President
Randy Metz is the retired Division Chief/Fire Marshal with the Carlsbad Fire Department, Carlsbad, CA, and currently serves as the Deputy Director of Fire Services with Willdan Engineering. He also currently serves on the Board of Directors for the International Code Council. A third generation fire service member, he holds a Bachelors Degree in Management and Master of Public Administration degree. Metz is graduate of NFA’s EFO Program and is an credentialed CFO & FM by the Center for Public Safety Excellence. He has also served two terms on the ICC’s International Fire Code Development Committee. He is the recipient of multiple awards from CA Fire Service and Building Official organizations for lifetime achievement, code development contributions, and career service.

Jessica Power – Secretary / Treasurer
Jessica Power is currently serving as the Fire Marshal for the San Bruno Fire Department, bringing experience in fire prevention, community risk reduction, and leadership to the department. An Executive Fire Officer through the National Fire Academy, she has also served as Fire Marshal for both Petaluma and Tiburon Fire Departments. Jessica has proudly served as Secretary/Treasurer since 2020.
