Justin H. Beal is a Fire Prevention Engineer with the City of Fresno (CA) Fire Department and is the owner of Pacific Consulting & Risk, a private, fire related consulting firm.  Justin has worked in the fire service for over 17 years, and his areas of expertise include: Fire protection engineering, Fire related plan review, and Fire department administration.  
 
Justin holds a bachelor's degree in Fire Science, a master’s degree in Public Administration, and is a graduate of the National Fire Academy’s – Executive Fire Officer Program.  Justin is a credentialed Fire Officer (FO) and Fire Marshal (FM) through the Center for Public Safety Excellence’s – Commission on Professional Credentialing.
 
Justin also holds the California Fire Service Training and Education System certifications of Public Education Officer I, Fire Prevention Officer, Fire Protection Specialist, Plans Examiner, Fire Marshal, Instructor 1, and Instructor 2.  He is also an NFPA – Certified Fire Protection Specialist (CFPS) and he sits on the International Code Council’s (ICC) – Fire Code, Performance Code, and Wildland-Urban Interface Code – I Interpretation Committee (FCIC).
